		<description>I&#039;m very sympathetic to your views, and clearly one cannot learn when exhausted. The EWTD has two parts - one enforces daily rest of &gt;11 hours - and that&#039;s what provides much increased safety for doctor and patient. The limitation on working hours has virtually nothing to do with safety, and everything to do with manipulating the labour market.

In fact, juniors can opt-out of the working hours regulations and choose to work up to 56h/w, and if non-resident on-call they can be on call-up to 72h/w. More than enough!
